Understanding Trade License

A trade license is the municipal corporation's permission to carry on a specific trade or business at a specific premises within its limits. It is issued under the state municipal law — in Hyderabad, under the GHMC Act, 1955 read with the Greater Hyderabad Municipal Corporation's licensing rules — and its purpose is civic: the corporation confirms that your activity at that location does not endanger public health, safety or the neighbourhood. Restaurants, hotels, salons, gyms, timber depots, dhobighats, meat shops and small manufacturing units all fall within notified trade categories.

The license is distinct from your GST registration, FSSAI license or shop establishment registration — holding those does not exempt you from the municipal trade license, and inspectors routinely check for it during drives. Fees are category and area based: GHMC, for instance, charges per square foot rates that vary by trade type and locality grade. The license is typically issued for the financial year and must be renewed annually, with corporations offering early-renewal rebates and charging penalties after the deadline.

Because rules, forms and fee schedules differ from one corporation to another, applications often stall on classification — picking the wrong trade category or understating the premises area invites objections, fee revisions or even sealing. We identify the correct category for your activity, compute the fee, file the application on the corporation's citizen portal, coordinate the inspection where one is required, and follow through to issue, usually within 7 to 15 working days.

Who needs this?

Restaurants, cafes and food outlets

Eating houses are a notified trade in every municipal act. GHMC and most corporations will not let a food outlet operate without a trade license alongside its FSSAI approval.

Retail shops and showrooms

General stores, medical shops, electronics showrooms and supermarkets within municipal limits need a license for the specific trade carried on at the premises.

Salons, spas, gyms and clinics

Personal-care and health-adjacent establishments are licensed trades because they directly touch public health and hygiene standards the corporation enforces.

Small manufacturing and workshop units

Units using machinery, storing flammable material or generating effluents — printing presses, furniture workshops, auto garages — need a trade license, often with additional consent conditions.

Godowns and storage businesses

Warehouses storing goods, especially timber, chemicals or combustible stock, fall under licensed trades due to fire-safety considerations.

Lodges, hotels and function halls

Hospitality premises need a trade license as the base civic approval, on which fire NOC and other permissions are layered.

When this is NOT the right fit

Your situationWhat applies instead
Your office is a purely administrative back office with no notified trade activityTrade licenses attach to notified trade categories. A plain corporate office with no manufacturing, storage or public-facing trade may fall outside the schedule in some corporations — we confirm against your municipality's list before you pay for something you do not need.
Your premises is outside municipal corporation limitsA GHMC license covers only GHMC's jurisdiction. Units in gram panchayat or industrial-area jurisdictions need permission from that local authority instead, under different rules and fees.
The premises is residential with no commercial conversionCorporations generally refuse trade licenses where the building's sanctioned use is residential; running a licensed trade there risks refusal now and sealing later until land-use or building-use issues are regularised.

04

Documents you'll need — and why

📎

Identity and address proof of the proprietor, partners or directors (Aadhaar, PAN)

The license is issued in the name of the person or entity running the trade, so the corporation verifies who is legally responsible for the premises and activity.

📎

Proof of premises — rent agreement or sale deed with owner NOC if rented

The license attaches to a specific door number; the corporation needs evidence you lawfully occupy it and that the owner consents to commercial use.

📎

Latest property tax receipt of the premises

Corporations cross-check that property tax is assessed and paid on commercial usage — arrears or residential assessment are the most common reasons applications stall.

📎

Business constitution documents (partnership deed, incorporation certificate) and GST registration

Establishes the legal entity applying, and GST details help the corporation map the trade activity being declared.

📎

Premises photographs and measurement details

License fees are computed on plinth area and trade category, so accurate square footage and photos of the frontage and interior support correct fee assessment.

📎

Trade-specific approvals where applicable (FSSAI for food, PCB consent, fire NOC)

For eating houses, lodges and hazardous trades, the corporation requires the parallel approvals before granting or renewing the trade license.

05

How it works, step by step

  1. 1

    Category and fee assessment

    1-2 working days

We map your activity to the correct notified trade category under your corporation's schedule, measure-check the premises area and compute the exact annual license fee.

  2. 2

    Document preparation

    1-3 working days

We assemble ownership or tenancy proof, tax receipts, entity documents and any trade-specific approvals, fixing gaps such as owner NOCs before the corporation can object.

  3. 3

    Online application and fee payment

    1 working day

The application is filed on the corporation's citizen portal (GHMC's online trade license module in Hyderabad) with the license fee paid, and the acknowledgment number is shared with you.

  4. 4

    Field verification

    3-7 working days

The sanitary or licensing inspector may visit the premises to verify the trade, area and hygiene conditions. We brief you beforehand and respond to any objections raised.

  5. 5

    License issue

    By day 7-15 overall

On approval, the trade license certificate is issued digitally. We deliver it with the renewal calendar so next year's deadline is never missed.

06

Due dates to know

Annual renewal

Before 30 April for the new financial year (GHMC practice)

Deadlines vary by corporation; many offer an early-payment rebate and levy a penalty on late renewal, so check your municipality's notified date.

New business application

Before commencement of the trade

Municipal acts require the license before you begin the activity, not after — operating first and applying later is itself an offence.

Change intimation

Before shifting premises or changing trade

A trade license is not transferable across premises or activities; a fresh or amended license is needed for any change.

07

What non-compliance costs

Running a notified trade without a license

Prosecution and fines under the municipal act, and the corporation can seal the premises or stop the trade until a license is obtained.

Late renewal of the trade license

Penalty on the license fee — commonly 25% to 50% depending on the corporation and delay — plus the risk of enforcement action during drives.

Understating premises area or misdeclaring the trade category

Fee revision with arrears and penalty, and possible cancellation of the license for misrepresentation.

Continuing a trade after the license is suspended or cancelled

Sealing of premises and prosecution; each day of continued operation can be treated as a fresh offence under most municipal acts.

08

Why doing this right pays off

Lawful, uninterrupted operation

During enforcement drives, licensed premises carry on business while unlicensed neighbours face notices and sealing. The license is your first line of defence.

Foundation for other approvals

Banks, franchisors and government schemes frequently ask for the municipal trade license as proof that the premises is legitimately commercial.

Correct fee, no arrears surprises

Getting category and area right at the start prevents the corporation from reopening past years with revised fees and penalties.

Smooth annual renewals

Once the first license is clean, renewals become a quick online payment — we maintain your renewal calendar so rebates are captured and penalties avoided.

Neighbourhood and customer confidence

A displayed trade license reassures customers, landlords and resident associations that your establishment meets civic health and safety norms.

09

Common DIY mistakes we see

  • Assuming GST registration or an FSSAI license replaces the municipal trade license — they are independent requirements from different authorities.
  • Applying under a cheaper trade category than the actual activity, which surfaces at inspection and converts into arrears plus penalty.
  • Ignoring pending property tax dues or residential tax assessment on the premises, the most common silent blocker of trade license approval.
  • Missing the annual renewal date and paying avoidable penalties, or worse, trading for months on an expired license.
  • Shifting to a new premises and continuing on the old license — the license is address-specific and does not travel with the business.
10

Frequently asked questions

Yes. GST is a tax registration and FSSAI is a food-safety approval; neither substitutes the municipal corporation's permission to run a trade at your premises. Corporations like GHMC run periodic drives, and premises operating without a trade license face notices, penalties and sealing regardless of other registrations.
